Project Overview

The project aimed to provide technical support to Government of Assam to implement e-Governance initiatives.  The TA seeks to support Government of Assam’s ongoing initiatives by the Information Technology Department to implement the National E-Governance Plan following 8 Projects are to be implemented (i) Agriculture; (ii) Land Records; (iii) Transport; (iv) Gram Panchayats; (v) Municipalities; (vi) Registration; (vii) Police; (viii) Employment Exchange;  Our services involved;

Technical Assessment: Carried out Scoping study / Desk Research for 8 departments so that software and systems required for each of these MMPs can be improved or developed; documented the current situation’s strengths and weaknesses and the feasibility for implementing the most appropriate model in Assam out of the best practices/models available in other parts of India. Development of an e-governance implementation strategy for Government of Assam (GOA) that includes a prioritized list of e-governance initiatives and a time bound action plan for their implementation.

Bid Process Management: Developed RFP documents,PreparedProcurement Guidelines for computerization initiatives in Government were prepared along with vendor evaluation and selection criteria’s on PPP model for eight departments.

Program Management: Piloting of an e-governance public grievance system

Capacity Building: Conducting Workshops and study tour for the capacity building of government officials. An overseas study tour was conducted and series of workshops were held on the status of e-governance in the departments, key findings and the way ahead for each of the eight departments.
