Technical Assistance to support the Rural Access Program (RAP) Phase 3 – Integrated Decision Support System (IDSS)


Project Overview

The assignment involved the development of an Integrated Decision Support System (IDSS) which integrates the financial management and monitoring and evaluation aspects of the project. The IDSS aims to; provide decision makers with a more holistic view about the programme’s financial, physical and temporal progress, through consolidated progress and analytical reports, provide credible, up-to-date and relevant financial information about the programme to all key stakeholders in a transparent manner, provide a framework for managing and reporting on ‘payments for results’ (P4R) for all inputs, outputs and outcomes.

TSCPL is contracted to design, develop, implement and maintain a Management Information System for RAP 3 and provide training and support to the department for use of the MIS.

  • Technical Assessment: Assessment of the Project MIS systems including processes and procedures particularly relating to RAP 3 project management and finance. Conduct requirements study and mapping of workflows.
  • MIS / IT Development: The software is being developed in ASP.NET, IIS Server, and MS SQL Server and will be connected to central and district level.
  • Capacity Building and Training: Training and hand-holding users and Systems personnel on the application developed.
  • Monitoring & Evaluation: Monitoring and reporting of temporal, physical and financial progress of RAP 3 is in the scope of the MIS
