Model Contract for E- Governance for Urban Local Bodies in Madhya Pradesh


Project Overview

USAID was supporting Government of Madhya Pradesh in implementation of several e-governance and urban reform projects. One of these was the implementation of the recommendations of the National Mission Mode Project for Municipalities. The team’s scope of work was to prepare a detailed model contract which can be used by over 100 municipalities in the state for outsourcing the computerization work on a BOOT model. The departments under preview were water and sanitation, treasury, property tax, indirect taxes, birth and death certificates, purchasing, inventory and stores, budgeting, salaries among others. Our services involved;

Technical Assessment: visited the various municipalities for requirement assessment and wrote detailed functionality as well as technical requirements for the proposed solution; studied the existing BOOT models operational in India and recommended Public Private Partnership (PPP) solution that safeguards municipality’s interest. Existing process was studied in depth and recommendations for improvements were made through a Business Process Reengineering Plan.

RFP Development: Prepared the contractual needs and requirements, requirements from vendors, guidelines for vendor consortium formulation, contract agreement mentioning the responsibilities of the solution provider and scope of work, responsibilities of the urban local body, government of Madhya Pradesh, implementation plan and deliverables, guidelines for training and maintenance, reporting structure and standards of performance.
